Re: Harassment by our neighbour Mr. Vinod Pironcar to us and our community dogs. 

Dear Sir,

I wish to file a complaint of harassment against my immediate neighbour MR. VINOD PIRONCAR whose house is adjacent to our building, having common wall between the two. 

Mr Vinod Pironcar had brought three kittens and the very first day, his mother kept one of them in our building compound to eat the grass growing there. I immediately cautioned her to take it away after one of our community dogs came close to it and was staring at it. I had to go and lift the kitten and take it to safety in my balcony till she came to take it. 

A few days later, we saw two dead kittens thrown on the roadside. The carcasses were left there till finally they were eaten by the crows and beyond recognition. I took a picture of the carcasses before they disappeared. 

Thereafter, this man started throwing stones and blasting firecracker bombs in the direction of the five community dogs to scare them away from their territory because  he blames them for the death of his kittens. 

Sir, these dogs are being fed by us and other members of our building. They are living in this territory for many years, three were born here and two were abandoned by their owners during Covid years. 

Mr Vinod Pironcar has fired firecracker bombs INSIDE our compound, and he has thrown stones INSIDE our compound too. 

I would now like to present to you a recent video footage of Mr Vinod Pironcar with a big stone in his right hand, attempting to stone our community dog when they were feeding inside our compound. 

As can be seen, he is not in the least bit concerned about the damage he will do to us, our property ie bikes, cars in our building compound. He is only hell bent on hurting and perhaps wanting even to kill them. Please listen to the video in question to understand what he is threatening to do. 

I am very concerned about the SAFETY of our building members, some of whom  are SENIOR CITIZENS. I am also concerned about the SAFETY of my CHILDREN and OTHER CHILDREN in our building. 

We have bikes and cars in our building compound and would not like any HAZARDOUS MATERIALS like firecrackers burnt and thrown near them. 

Now that this incident has taken place, I also am concerned for my PERSONAL SAFETY and that of my household.

In view of the above, I appeal to your department to caution Mr  Vinod Pironcar and take the necessary steps to ensure safety for us AND the community dogs we are feeding. 

I have kept open communication with dspca right from 2 November 2023 to see how best to resolve the situation and have also given the person Mr Vinod Pironcar enough forewarning and chances to stop but unfortunately he does not seem interested in doing so. 

Please caution him about the following:

1) That feeding community dogs is LEGAL and is an OBLIGATION under ABC Rules 2023.

2) That hurting, maiming and/or killing dogs is a CRIME under the PCA Act. 

3) That he has personally  INTIMIDATED and insulted  me in front of my family and neighbours. 

4) That dog feeders  are NOT their owners so we cannot be held responsible for the actions of community dogs. 

5) That cats and dogs are NATURAL RIVALS and the same cannot be applied when cats kill rodents.

6)That there is NO PROOF that it was the community dogs that attacked the kittens as many other animals too come into the compound since there is lots of access into the building compound from every side and he keeps his gate open at all times except after they go to sleep.
